Voters to Consider Renewing the Revenue Purpose Statement

During the November 4th School and City election, district residents will be considering renewal of the existing Revenue Purpose Statement. You will see a “yes” or “no” question, to continue to use the Statewide one-cent sales tax revenue (SAVE) and PPEL funds for the full range of school facilities and technology purposes allowed by Iowa Code. 

In the CB Schools, the funds have been strategically utilized to:

  • Create secure and safe schools
  • Update carpet, furnishings and equipment on a  rotating schedule
  • Maintain concrete, roofing, painting, plumbing, electrical and HVAC systems
  • Purchase large equipment, Chromebooks & other classroom technology, and 
  • Complete projects outlined in the multi-year Facility Master Plan.

YES vote will affirm that the designated SAVE and PPEL funds can continue to be used as they have been for many years.

NO vote does not lower taxes but could limit the District’s ability to respond to future school facility needs.

As background, the State of Iowa is unique in that it collects a statewide sales tax for school infrastructure, commonly referred to as the ‘Statewide Penny’ (SAVE). This allows school districts to receive stable funding on a per-pupil basis. In 2019, the Iowa Legislature extended the collection of SAVE funds through January 1, 2051. As part of this extension, all school districts must renew a Revenue Purpose Statement before 2031 to affirm how SAVE funds will be used.

If passed, this will extend the district’s flexibility to use the State Penny revenue to continue protecting the investment in, and maintaining, our Council Bluffs school buildings and facilities.
